I’m assuming you already have a monitor or TV to hook it up to, or did you just forget to list it? I would go with an AMD Athlon rather than the Sempron. It maybe be more expensive but I think it’s worth it. Other than that, it looks good. Ubuntu and it’s variants do well with AMD processors and GeForce video cards.
